I've reset, logged out and in, etc. Still get "Cannot Download Photo". Seems like this ought to be simple. I had the same problem and i went to my settings and then went to icloud and signed out of my icloud it will say that all icloud photos will be removed from your phone, it is okay continue to sign out then once signed out sign back in and your photos should be redowloaded to your phone and will be good as new.
